VS performed construction inspection services for this project. The main purpose for this project is to improve intersection geometrics and truck traffic functionality. Over time, this intersection has become increasingly congested. Both Holt Road and Morris Street have high volumes of traffic (both Principal Arterial), particularly during the peak hours. With the Old Dominion Truck facility, school bus routes and other industry contributing to peak hour traffic congestion plus the constant traffic from the Yellow Cab, this intersection has exceeded its life cycle with the current configuration (lanes, signal timing, etc.).

In addition, the intersection is considered a “high crash” location with 65 crashes over a two-year study period. The project consisted of (1) mill and overlay (2) all new curb, gutter, and median; (3) all new signals, loops, and pedestrian crossings; (4) new striping and signage.

PROJECT CHALLENGES

For a relatively "simple" intersection project there where several important challenges to ensure the client and the public where satisfied. As with any construction project, the existing utilities where a challenge and contained both overhead and underground facilities crisscrossing the site. The high volume of truck traffic and importance of the maintenance of traffic dictated that work was conducted over night with minimal closures except when necessary.

Although there aren’t many residences near this intersection, coordination with businesses was critical as this intersection is the primary interstate access point for most businesses. The coordination required the businesses where informed when in the construction process their property will be impacted and what to expect during construction. In addition, this intersection is heavily used by the public and therefore required public outreach and information through the duration of the project.
